The Northwest Regional Planning Commission (NWRPC) in Spooner WI, is seeking proposals from qualified consulting firms to conduct the City of Superior Comprehensive Operational Analysis & Service Design Recommendation Study.

The purpose of this study is to conduct a City of Superior comprehensive transit service performance analysis of the DTA’s current fixed route and paratransit systems with a major component being the service delivery study.

Page 2 – Item #8, Economy of Preparation section
Q: RFP notes that proposals are limited to 25 pages plus proposal sheet and required certificates. Can you please clarify what is and is not included in the 25 pages? Specifically, are staff resumes and profiles of relevant past work counted towards the 25 pages?

A: Required forms do not count as part of the 25 pages, resumes and descriptions of past work do count.

Page 4 – Scope of Work
Q: Product items in the scope of work suggest that this analysis is to be completed for the City of Superior. However, under "Consultant Duties" (page 6) it is noted that the Consultant shall conduct a COA of the entire system. Can you please clarify if this study addresses the full DTA transit system or just the portion in Superior?

A: Portion in Superior, including the Duluth/Superior route.

Page 6 - Process and Responsibilities
Q: Is the ridership and on–time performance survey work being completed just for routes in Superior or for the entire DTA system?

Page 8, Proposal Content, Item #9
Q: The RFP notes that cost information is not to be included within the body of the technical response to the RFP. Does this mean that a cost proposal should be a separate submitted document, or that it should just be a separate section within the proposal (and included within the 25 page limit)?

A: Separate section, part of the 25 pages

Pages 17 through 23
Q: Pages 17 through 23 contain various required certificates that are to be included with a proposal submittal. Are those to be signed by just the prime consultant, or by sub consultants as well?

A: Prime must submit their signed copies.

Page 35, Item #35
Q: Item #35 identifies bonding requirements – equivalent to five percent of the bid price. Yet Section G-10 on page 26 notes that performance and payment bonds are only required for proposals that exceed $100,000. Can you clarify if a bond is required, to whom it should be made out to, and when a submitting firm might get that bond money back?

A: Proposal bond is required. It should be made out to NW Regional Planning Commission.

Duluth-Superior Cruise Ship Terminal Facility Study
June 7, 2012

The Metropolitan Interstate Council (MIC), a division of the Arrowhead Regional Development Commission (ARDC), is seeking proposals from qualified consulting firms with engineering and planning expertise to conduct a Duluth-Superior Cruise Ship Terminal Facility Study.

The purpose of the Study is to investigate site options and budgetary considerations for the construction of a cruise ship terminal to accommodate new security requirements for passenger cruise ships visiting the Duluth-Superior port, with consideration of potential impacts on the local multimodal transportation system.

Intersection Control Evaluation Planning Study for the Duluth Area
May 21, 2012

The Duluth-Superior Metropolitan Interstate Council, a division of the Arrowhead Regional Development Commission, is seeking responses from qualified consulting firms to the Request for Proposals for the Intersection Control Evaluation Planning Study for the Duluth Area.

Work will include analysis of eight selected intersections using the Minnesota Department of Transportation Intersection Control Evaluation (ICE) methodology; ICE reports prepared according to that format; preliminary roundabout concepts for up to three intersections, and an outline of a public education strategy to promote the benefits of roundabouts to the community.

Due to the recent historic flood conditions and subsequent damage to public infrastructure throughout the City of Duluth and St. Louis County, the award of this contract will be delayed for 60 days after proposals were due, or until Friday, August 17th, 2012. It is anticipated that the scope of work will remain unchanged. The revised RFP timeline is as follows. Changes to the original RFP are noted in red:

The MIC has prepared a Draft Long Range Transportation Plan (LRTP) for the Duluth-Superior Metropolitan Area for the next twenty five years.

You are invited to give input and learn about transportation trends, priorities and planned projects for Duluth, Superior, Hermantown, Proctor and area townships.

Public comments are being taken from September 1 through September 30, 2014 on the plan’s content and the proposed projects.

Three public meetings will be held, on:

Thursday, September 18th
, from 4:00 p.m. to 6:00 p.m. at the Superior Public Library

Thursday, September 25th from 4:00 p.m. to 6:00 p.m. at ARDC (Arrowhead Regional Development Commission) in Downtown Duluth.

Monday, September 29th,
from 4:00 p.m. to 7:00 p.m. at the Downtown Duluth Transit Center.
