On behalf of the Duluth Transit Authority (“DTA”) the Metropolitan Interstate Council (“MIC”) is seeking competitive proposals from qualified firms to provide Transit Management for the transit system serving the City of Duluth, Minnesota, the surrounding area, and Superior, Wisconsin This search for an individual or firm is being conducted by the Metropolitan Interstate Council to provide a level of impartiality towards all qualified and interested parties to this Request for Proposals.

The intention is to select one successful respondent to deliver these services for a 5 year term with one optional 5 year renewal upon mutual agreement of both parties. The successful responder will provide a qualified and experienced management team (General Manager) who will reside in the City of Duluth or in the surrounding area for the term of the contract.

An Offeror must promptly notify the Metropolitan Interstate Council of any ambiguity, inconsistency, or error, which may be discovered upon examination of the RFP. An Offeror requiring clarification or interpretation of this RFP should contact Mr. Ron Chicka (the RFP Coordinator) and the Metropolitan Interstate Council Director; by email at, or (218) 529-7506.

Offerors may not contact employees at the DTA regarding this RFP. Violation of this provision may render the Offeror non-responsible.

Bidders are directed to read the DBE Special Provisions Race/Gender Neutral Goal at the end of the RFP document.

All proposals are due to the MIC office by 2:00 PM central time on Thursday, September 8, 2016.
