Duluth International Airport Air Service and Air Cargo Leakage and Expansion Analysis
August 22, 2012
The Metropolitan Interstate Council (MIC), a division of the Arrowhead Regional Development Commission (ARDC), is seeking proposals from qualified consulting firms to conduct the Duluth International Airport Air Service and Air Cargo Leakage and Expansion Analysis.

The purpose of this study is to acquire and analyze data to identify future growth opportunities in both passenger air service and air cargo service at DLH and prospects to serve those markets.

Duluth-Superior Cruise Ship Terminal Facility Study
June 7, 2012
The Metropolitan Interstate Council (MIC), a division of the Arrowhead Regional Development Commission (ARDC), is seeking proposals from qualified consulting firms with engineering and planning expertise to conduct a Duluth-Superior Cruise Ship Terminal Facility Study.

The purpose of the Study is to investigate site options and budgetary considerations for the construction of a cruise ship terminal to accommodate new security requirements for passenger cruise ships visiting the Duluth-Superior port, with consideration of potential impacts on the local multimodal transportation system.

Intersection Control Evaluation Planning Study for the Duluth Area
May 21, 2012
The Duluth-Superior Metropolitan Interstate Council, a division of the Arrowhead Regional Development Commission, is seeking responses from qualified consulting firms to the Request for Proposals for the Intersection Control Evaluation Planning Study for the Duluth Area.

Work will include analysis of eight selected intersections using the Minnesota Department of Transportation Intersection Control Evaluation (ICE) methodology; ICE reports prepared according to that format; preliminary roundabout concepts for up to three intersections, and an outline of a public education strategy to promote the benefits of roundabouts to the community.

ADDENDUM #3

NOTICE:
Due to the recent historic flood conditions and subsequent damage to public infrastructure throughout the City of Duluth and St. Louis County, the award of this contract will be delayed for 60 days after proposals were due, or until Friday, August 17th, 2012. It is anticipated that the scope of work will remain unchanged. The revised RFP timeline is as follows. Changes to the original RFP are noted in red:

It is anticipated that work described in this RFP will begin September 4, 2012 and be completed by February 1, 2013 .

Page 7:
May 21 — RFP posted
June 1 — Deadline for questions from potential Responders
June 6 — Responses to questions will be posted
June 19 — Deadline for RFP submittals
July 23-Aug 15 — Evaluation and scoring of RFP submittals
Aug 17 — Notification of successful bidder
Aug 20 - 31 — Contract finalized; Mn/DOT, FTA approvals
Sept 4, 2012 — Notice to proceed (pending execution of contract and agency approvals)
Feb 1, 2013 — Project completion


For proposals received by the June 19 deadline: if this delay does not meet the firm’s requirements in terms of pricing, personnel, or any other area of the proposal as submitted, please submit a document noting specific areas of change from the initial proposal. Mail one original and 6 copies to the RFP Coordinator at the address shown below by 2:00 pm on Wednesday, July 11.

NOTICE: This Addendum is based on questions received by prospective Responders by June 1, 2012 and is issued to modify, explain or correct the original specifications, and is hereby made a part of the RFP and Contract Documents. Please attach this Addendum to the RFP and note receipt of this Addendum on the Request for Proposal.

Q: How many of the 8 intersections have current turning movement and hourly approach volume data?
A: The consultant will be responsible for obtaining the necessary intersection traffic data.

Q: What mapping information will be available to the consultants for the purpose of developing preliminary RAB concepts?
A: The consultant will have access to aerial imagery from St. Louis County.
