Safety and Transportation System Management (TSM) Planning
The aim of Transportation System Management (TSM) planning is to address and improve conditions in the transportation system that will result in improved safety and acceptable levels of service. TSM strategies involve the use of lower-cost treatments (as opposed to expensive capital improvements) to reduce crashes while improving efficiency.
In accordance with SAFETEA-LU’s emphasis on safety planning and data-driven decisions, the MIC staff have been conducting a crash data analysis of MIC roadways.
A document containing recommended TSM strategies for identified locations is tentatively scheduled for completion in the summer of 2007.

| Project Updates

December 2006: Two lists of “high-crash” locations within the MIC planning area have been produced (one for Minnesota roadways and another for Wisconsin roadways), and staff is currently studying conditions at these locations to determine what, if any, Transportation System Management (TSM) strategies can be applied to them. |
