Every year, eligible agencies submit projects to the MIC for federal transportation funding in four years. The following are eligible agencies within the MIC Planning Area: the Minnesota Department of Transportation (MnDOT), the Wisconsin Department of Transportation (WISDOT), Douglas County, St. Louis County, Duluth Seaway Port Authority, Duluth Transit Authority (DTA), and cities with a population over 5,000, which includes the City of Hermantown, City of Duluth, and the City of Superior.

For the Duluth Metro TIP, the MIC solicited project proposals from the eligible agencies in December 2008. The proposed projects were then scored and prioritized by the TAC and MIC and submitted to the Northeast Minnesota Area Transportation Partnership (NE MN ATP) to be included with projects from across the 8-county Arrowhead region. A prioritized list of projects within the investment guidelines from the NE MN ATP is submitted to the Commissioner of the Minnesota Department of Transportation for consideration in the Minnesota Statewide Transportation Improvement Program (STIP).
